Instructions for Submissions
One original hard copy of your proposal with signatures and forms and an electronic version of your proposal should be sent to California Sea Grant by the deadline date of : February 14, 2008, 1:00 pm PST (4:00 pm EST).

4. Required Elements (Full Proposals)
Full proposals must include the following seven elements:
a. Signed Title Page: The title page should be signed by the institutional representative.
The title should be constructed as described in the preliminary proposal guidance in section
4.B.2.(a), above. If the title of the full proposal differs from the title of the preliminary
proposal, the title page should include a statement in parentheses starting "Formerly: ", and
giving the title used on the preliminary proposal. The Principal Investigator and institutional
representative should be identified by full name, title, organization, telephone number, e-
mail address, and mailing address. .
b. Project Summary: This information is very important. It is critical that the project
summary accurately describes the research being proposed and conveys all essential
elements of the research. Applicants are encouraged to use the Sea Grant Project Summary
Form 90-2, available at http://www.seagrant.noaa.gov/funding/forms.html, but may use
their own form as long as it provides the following information:
- Title: Use the exact title as it appears in the rest of the application.
- Investigators: List the names and affiliations of each investigator who will significantly contribute to the project; start with the Principal Investigator.
- Funding request for each year of the project, including matching funds.
- Project Period: Start and completion dates. Proposals should request a start date of August 1, 2008. This section should include the rationale for the project, the scientific or technical objectives and/or hypotheses to be tested, and a brief summary of work to be completed.
- A brief summary of the project objectives and/or hypothesis to be tested.
- A brief summary of the methodology used to achieve these objectives.
- A brief summary of the rationale for choosing these objectives and using this methodology.
c. Project Description (15-page limit): Brevity will assist reviewers and Program staff in dealing effectively with proposals. Therefore, the Project Description may not exceed 15 pages. Tables and visual materials, including charts, graphs, maps, photographs, and other pictorial presentations, are included in the 15 page limitation; literature citations are not included in the 15-page limitation. Conformance to the 15 page limitation will be strictly enforced. The project description should include:
- Introduction/Background/Justification: Subjects that the investigator(s)
may wish to include in this section are:
- current state of knowledge;
- contributions that the study will make to the particular discipline or subject area; and
- contributions that the project will make toward addressing the invasive species
issues.
- Research or Technical Plan:
- Objectives to be achieved, hypotheses to be tested, how the objectives relate to Program priorities;
- Experimental design and statistical analysis to be used;
- Plan of work, discuss how stated project objectives will be achieved, how the success of the project at meeting stated objectives will be measured and reported; and
- Role of project personnel.
- Output: Describe how the project outcome will enhance the Nation's ability to prevent, monitor or control aquatic invasive species. If appropriate, describe the how the outcome will affect an identified regional or state invasive species priority. Objective, quantifiable project outcomes should be identified. Describe how the outcomes of the project will be reported.
- Coordination with other Program Elements: Describe any coordination with other agency programs or ongoing research efforts. Describe any other proposals that are essential to the success of this proposal.
- References and Literature Citations: Should be included, but will not be counted in the 15-page project description limit.
d. Budget and Budget Justification: There should be a separate budget for each year of the
project as well as a cumulative annual budget for the entire period of the proposed project.
Applicants are encouraged to use the Sea Grant Budget Form 90-4, available at http://www.seagrant.noaa.gov/funding/forms.html, but may use their own form as long as it
provides the needed information. Subcontracts, if any, should have a separate budget page.
Matching funds equivalent to 50 percent of the federal funds must be indicated. Each annual
budget should include a separate budget justification page that itemizes all budget items in
sufficient detail to enable reviewers to evaluate the appropriateness of the funding
requested.
Please provide details and justifications for travel, supply or equipment items in the
proposed budget. The total dollar amount of indirect costs must not exceed the negotiated
indirect cost rate and approved by the cognizant federal agency prior to the proposed
effective date of the award or 100 percent of the total proposed direct costs dollar amount in
the application, whichever is less.
e. Current and Pending Support: Applicants must provide information on all current and pending Federal support for ongoing projects and proposals, including subsequent funding in the case of continuing grants. The number of person months per year to be devoted to the projects must be stated, regardless of source of support. Similar information must be provided for all proposals already submitted or submitted concurrently to other possible Federal sponsors, including those within NOAA.

g. NOAA NEPA Questionnaire:
As part of this application process questions from The Environmental Compliance
Questionnaire for NOAA Federal Financial Assistance Applicants, OMB Approval
Number 0648-0538, must be answered. This form is located at
http://www.nepa.noaa.gov. All applicants need to fill in sections A,D,E and F. If you
are proposing activities Related to Damage Assessment and Restoration, fill out
section G. If you are proposing activities Related to Fisheries Sampling and
Research, fill out section H. Failure to complete all of the indicated questions will
result in the application being considered incomplete.
h. Appendices:
Appendix A - Research Protocol . Research activities funded under this program must not cause or accelerate the spread of aquatic nuisance species to non-infested watersheds. Therefore, if the proposed project involves the transport or use of living organisms that are not already established at the site of the project, the proposal must describe the Hazard Analysis and Critical Control Point (HACCP) Plan or other Research Protocol that will be used to assure that these organisms are not intentionally or accidentally released to the environment in a viable state. Applicants are encouraged to examine the Hazard Analysis and Critical Control Point (HACCP) process for evaluating and managing the risk of accidental release of organisms. Examples of HACCP Plans can be found at http://www.haccp-nrm.org/. An alternative protocol for evaluating and managing risk of invasive species release during research activities was developed by the Aquatic Nuisance Species Task force and is available at http://www.anstaskforce.gov/Documents/PROTOCOL_FOR_EVALUATING.pdf. Either model is acceptable. Research or outreach proposals that do not involve the transport or use of living organisms do not need to provide this appendix, but the application should include a statement describing why this appendix isn’t needed.

i. Standard Application Forms: Applications submitted through grants.gov will include several
mandatory electronic standard forms. Applicants without internet access who plan to submit
an application in hardcopy will need to submit hardcopy equivalents. Please seek guidance
from those listed in section IV.A., Address to request Application Package, above.
Sea Grant Research Trainees
Number of Sea Grant Research Trainees - Research trainees are full-time, registered graduate students who are working toward an advanced degree related to the marine or coastal sciences. They are expected to make "good progress" toward their degrees, to remain in good academic standing, and to participate in a research project that has been approved by Sea Grant. The project should be one that will either serve to provide material for a thesis or provide a training opportunity that will further the trainee's education in the major field. A stipend is awarded for a 12-month period at 50% time. The traineeship stipend does not cover graduate student tuition and fees. These funds, if requested, must be outlined elsewhere in the budget and justified under "other costs" in the budget justification. Indicate the number of research trainees requested for the project in line K. Requests for research trainee support must be justified in the Budget Justification. Trainee costs are as follows (please be advised that these are subject to change):
